About this opportunity
The Air Force Materiel Command Lifecycle Management Center at Joint Base San Antonio is conducting a Request for Information (RFI) to identify vendors capable of providing Atlassian licensing solutions (Jira and Confluence) or comparable alternative software platforms to support Platform One's DevSecOps operations. The procurement seeks solutions that will serve five distinct value streams—Iron Bank, Big Bang, Party Bus, CNAP, and Cyber—supporting the US Space Force and nine additional DoD customers engaged in cyberspace planning and operations. Key contract requirements include self-hosting capability within DoD AWS GovCloud environments, Kubernetes deployment support with Helm charts, FedRAMP High certification, NIST 800-171 and 800-53 compliance, and CMMC Level 3+ certification. Vendors must demonstrate comprehensive technical and security capabilities spanning issue tracking and project management with support for Scrum and Kanban methodologies, service management and ITSM functionality, and collaborative documentation with real-time editing and fine-grained permissions. Evaluation will focus on vendors' ability to complete a detailed Requirements Capability Sheet indicating whether capabilities are available on Day 1 or with estimated delivery timelines, including documentation addressing security scanning, containerized deployment, audit logging, SSO/CAC-PIV authentication, and integration capabilities. The RFI response deadline is February 20, 2026, with responses due via the attached Excel template submitted to the points of contact listed in the opportunity.
This is a sources sought notice with no set-aside designation, and no incumbent contractor or current contract value information has been disclosed in the pre-solicitation documents. Vendors should anticipate a contract structure consisting of a base year plus up to four one-year option periods. The RFI requires vendors to provide detailed pricing information encompassing transition and training costs, clarification on feature restrictions and scalability limitations across licensing tiers, and support differentiation details. No specific award value or budget range has been disclosed at this pre-solicitation stage. This RFI represents an early information-gathering phase, allowing the government to assess market capabilities before issuing a formal Request for Proposal, and interested vendors should prepare comprehensive technical and commercial responses addressing all requirements within the Excel submission format.
