About this opportunity
The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice announcing its intent to award a sole source purchase order to IXRF Systems for two ATLAS software licenses. This proprietary software is specifically designed for analyzing data from the iXRF Atlas M micro-X-ray Fluorescence instrument. NETL determined that IXRF Systems is the only known vendor capable of providing this specialized software based on market research conducted. The procurement falls under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The notice is classified under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code 6640 for Laboratory Equipment and Supplies.
The primary purpose of this Special Notice is to provide transparency regarding NETL's intent to conduct a sole source procurement while allowing potential competitors to identify themselves if they believe they can meet the requirement. Interested parties must submit written evidence of their capability to fulfill the software requirement by 3:00 PM ET on July 17, 2025, to Contract Specialist Anissa Beasinger via email at anissa.beasinger@netl.doe.gov. Telephone responses will not be accepted, and this notice does not constitute a request for quotes or proposals. The government retains sole discretion to determine whether to proceed with competitive procurement based on any responses received. Any contractor claiming capability must demonstrate they can provide the specific proprietary software functionality required for the iXRF Atlas M micro-X-ray Fluorescence instrument data analysis.
