About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command is seeking a contractor to provide a Vertical Wind Tunnel (VWT) facility and instructor training services within a 30-mile radius of Fort Liberty, North Carolina. The VWT is a critical training tool for the U.S. Army Operational Test Command's Airborne and Special Operations Directorate, allowing military free fall jumpers to practice procedures in a controlled environment before actual skydiving. Key requirements include providing a VWT facility that can accommodate up to 10 personnel, a VWT operator, and instructor training for military free fall jumpers and coaches. The government estimates using 65 hours of VWT time per year for training and 12 hours per year for instructor development. The contract will be a five-year firm-fixed price Blanket Purchase Agreement.

This opportunity is set aside for small businesses. The government has not provided any information about potential incumbents or current contractors. The pre-solicitation notice does not specify an estimated award value or budget range. Interested parties must submit responses by November 25, 2024.

Notice text

This is a sources sought for a master BPA Vertical Wind Tunnel (VWT) instructor training and facility rental within a 30 mile radius of Fort Liberty, NC. Use of the VWT allows test parachutists to training on procedures in a controlled environment prior to using those procedures in actual skydiving.  Wind tunnel training is critical to the USAOTC Airborne and Special Operations Directorate (ABNSOTD) test parachutist program and is one of the safest ways to train Military Free Fall (MFF) jumpers.  The vertical wind tunnel allows coaches to work with jumpers and fine tune their air skills and body position.  This allows the jumpers to “fly” for an extended period of time.   Wind tunnel training also allows ABNSOTD to prepare its MFF jumpers for MFF School.  It is a vital tool that greatly enhances the ABNSOTD MFF program.
