About this opportunity
The Department of the Navy Naval Air Systems Command (NAVAIR) has issued a Special Notice announcing its intent to award a sole source purchase order to Advanced Simulation Technology, Inc. (ASTi) for an Audio & Communication System supporting the Mission Software Fleet Support Team (MS FST). The procurement is specifically for software maintenance and updates for a Telestra SN 52107 computer used in the MH-60R/S Test Bench. The government has determined that ASTi is the only qualified source capable of satisfying their specific technical requirements due to the company's status as the Original Equipment Manufacturer (OEM) with proprietary software knowledge and patent rights. The notice is being published under Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), which allows for sole source procurement when only one source is reasonably available. The contract is set aside for small businesses and covers critical software support needs for naval aviation systems.
Contractors interested in this opportunity have a very narrow window to respond, with just two calendar days from the publication date to submit a capability statement. While this is not a competitive solicitation, the government will review any received statements solely to determine whether to conduct a competitive procurement. The specific objective is to procure quarterly software patches, security updates, and technical support for the MH-60R/S Test Bench computer system. The contract period runs from June 27, 2025 to June 26, 2026, with an estimated total value of $3,404.00. Eligible contractors must be able to provide software version releases, Security Technical Implementation Guide (STIG) updates, and patches, with delivery methods including email and website access through designated user accounts. The procurement will be conducted under simplified acquisition procedures, with NAVAIR retaining full discretion to proceed with the sole source award to ASTi. Contractors are classified under NAICS code 541511 for Custom Computer Programming Services.
