About this opportunity
The Office of Personnel Management (OPM) issued this Request for Information (RFI) to solicit industry feedback on commercial off-the-shelf (COTS) employment selection assessments and assessment development services. OPM seeks to identify modern, scalable technical skill assessments that can integrate with its existing USA Hire assessment platform using a "plug-and-play" model to support federal hiring and skills-verification requirements. Vendors should provide detailed information about their assessment capabilities, including assessment titles, applicable job series, technical skills assessed, career levels, delivery formats, pricing models, and usage history. Key evaluation considerations include the availability and capability of commercially available assessments, pricing structures that deliver cost savings at scale for the government, and alignment with federal merit-based hiring objectives outlined in President Trump's Executive Order 14170 and OPM's May 2025 Merit Hiring Plan. The response deadline for this RFI is December 12, 2025, at 11:00 a.m. Eastern Time, with responses to be submitted electronically using the provided Excel template. This RFI complements but remains separate from other ongoing OPM initiatives, including Solicitation No. 24322626R0007 for Federal Human Resources Information Technology Modernization and the USA Hire Support Services II RFI (Notice ID 47QFMA25K0009), focusing specifically on assessment content rather than delivery systems.
This RFI contains no set-aside designations and does not identify any incumbent contractors or potential award values. OPM seeks both COTS technical skills assessments applicable to various federal job series—particularly in engineering, computer science, criminal investigating, and other technical fields—and assessment development services from vendors with Industrial-Organizational psychologists to support the creation of new technical skill assessments. The notice does not specify quantity of assessments needed, award amounts, or specific timeline for service delivery beyond the RFI response deadline. This solicitation represents OPM's effort to modernize its assessment capabilities in support of building a merit-based, highly-skilled federal workforce, though specific contract values and implementation timelines will likely be determined following evaluation of industry responses. Interested vendors should carefully review the attached USA Hire Assessments RFI document and the Excel template to ensure comprehensive and compliant submissions.

*** The due date for responses has been extended to December 12, 2025 at 11:00 am ET. ***
The purpose of this Request for Information (RFI) is to obtain industry feedback on the availability, capabilities, and pricing structures of commercial off-the-shelf (COTS) employment selection assessments and assessment development services. Specifically, OPM seeks to assess market options for commercially available, modern, and scalable employment selection assessments that the government can administer through its existing USA Hire assessment platform in a “plug-and-play” model. Any employment selection assessment used by the government must meet the requirements of federal hiring and/or skills-verification use cases and deliver cost savings at scale for the government. Please see the attached documents for more information and instructions on how to provide a response.
This RFI is a separate initiative to Solicitation No. 24322626R0007 for Federal Human Resources Information Technology (HRIT) Modernization and the recent RFI for OPM USA HIRE SUPPORT SERVICES II (Notice ID 47QFMA25K0009). This RFI complements the latter in that it focuses on assessment content, rather than an assessment delivery system.
