About this opportunity

The Department of Defense Education Activity (DoDEA) is seeking a commercial, off-the-shelf (COTS) professional learning series that can be customized for K-12 educators to build knowledge and skills in areas such as leadership development, curriculum planning, and facilitating professional learning communities. The professional learning series must focus specifically on data-driven instruction, data analysis, and continuous improvement cycles, with related professional learning components to support DoDEA's global school system serving approximately 67,000 military and civilian dependents across 161 schools. Vendors must be registered under NAICS code 611710 (Educational Support Services) in the System for Award Management (SAM) prior to submitting quotes, and the procurement will follow FAR Parts 12 and 13 as a full and open competition. The evaluation criteria will assess technical approach across five subfactors including system-level support and communities of practice, past performance with 3-5 references, and price to determine the best value to the government. Questions were due by August 4, 2025, at 12:00 PM EST, with quotes due August 21, 2025, at 09:00 AM EST under solicitation HE125425QE075.

This opportunity does not utilize any set-aside designations and will be competed as a full and open competition, with no current contractors or incumbents identified in the documentation. The contract structure is anticipated as a Firm-Fixed Price Purchase Order with one base year and four 12-month option years, spanning from September 15, 2025, to September 14, 2030, though no specific budget ranges or award values have been disclosed as procurement sensitive information. Key service components include establishing Communities of Practice with approximately 25 DoDEA headquarters staff, providing virtual professional learning across three regions (US, Europe, Pacific), conducting virtual site-based coaching in nine districts and three regional offices, and delivering synchronous webinars across four educational strands. The place of performance is Alexandria, VA, though the services will support DoDEA's global educational network spanning the Americas, Europe, Middle East, and Pacific regions. DoDEA expects to make a single award from this solicitation, with all training materials and sessions required to be posted in Schoology for future reference.
