About this opportunity

The Federal Bureau of Prisons Facilities Management Branch is issuing a Request for Information to assess vendor capabilities for supplying asphalt and hard tac for road paving operations across approximately 122 correctional institutions nationwide, with responses due by August 20, 2026.

This is market research under FAR Part 10 and does not constitute a solicitation or commitment to contract. The BOP seeks to evaluate vendor capacity, product availability, pricing structures, regulatory compliance, and nationwide distribution capability to support a newly re-established paving crew conducting road and parking lot replacements and repairs across the national prison system.

Respondents must provide corporate structure, UEI/CAGE codes, years in business, relevant experience with government agencies and correctional facilities, and financial and operational capacity. Vendors must clarify whether they are manufacturers, distributors, brokers, or resellers and identify anticipated asphalt plants or suppliers for up to 10 projects annually over a five-year period.

Product information requirements include asphalt types and strengths available, hard tac offerings, packaging configurations, pricing structures (fixed, index-based, or regional), lead times, minimum and maximum order amounts, and quality assurance procedures complying with ASTM, AASHTO, and state DOT specifications. Vendors must address institutional security considerations and technical design requirements including compliance with AASHTO pavement design standards, California Bearing Ratio calculations, and hot mix asphalt paving specifications for access roads and compound roadways.

Operational capabilities must demonstrate national distribution and warehousing locations, ability to fulfill large-volume recurring orders, backorder mitigation strategies, inventory management systems, and direct shipment capability to federal correctional institutions. Responses are limited to 10–15 pages excluding attachments, with only high-level estimates and assumptions requested. Submit responses to bwilson1@bop.gov.
