The purpose of this synopsis is to notify potential offeror?s of the U.S. Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) a notice of intent to issue a Request for Proposal (RFP)(#SOL-HQ-11-00034) for the Office of Emergency Management, National Decontamination Team. The primary purpose of this contract will be to provide aerial remote detection and mapping of radiological releases and chemical vapors, plumes and clouds under the Airborne Spectral Photometry of Environmental Contaminants Technology (ASPECT) program. EPA is primarily developing and applying this technology to provide On-Scene-Coordinators, first responders and other emergency personnel with detailed plume hazard information at the scene of chemical/radiological substance releases.

The EPA intends to issue this contract as a Fixed Rate, Indefinite Delivery/Indefinite Quantity (ID/IQ) award. Market research has allowed this procurement to be set aside for small businesses only. The anticipated period of performance includes a twelve (12) month Base Period with four (4) - twelve (12) month Option Periods, with a potential contract period of performance totaling sixty (60) months. The total dollar value of this procurement is estimated to be between fourteen ($14) and seventeen ($17) million dollars. The North American Industry Classification Standard (NAICS) code for this procurement is 541370, Surveying and Mapping Services. This is not a request for submission of proposals. The solicitation for this procurement is anticipated to be released on or about 10 days from the posting of this synopsis. Prospective sources are reminded that an award can only be made to a vendor who is registered and in an ?active status? in the Central Contractor Database (CCR). If not registered, please go to www.ccr.gov (Must have DUNS number in order to begin CCR registration process. Both DUNS number and CCR registration are free)

This synopsis, amendments and other information related to this procurement as well as any subsequent procurement notifications can be found on the aforementioned websites. All interested parties should check these sites frequently for updates. The anticipated award date for this requirement is on or around August 26, 2011. Contract award will be made using a best value approach, with technical capability being of greater importance than cost or price. Regardless of the competitive nature of award, the contract awarded must be technically acceptable and meet cost reasonableness standards.
