ASP/Langford Lake road repairs and drainage. The Fort Irwin NTC Cantonment area received an intense rainfall event last October which created flash floods, causing damage to Fort Irwin property. The flash flood damaged storm drainage channels, deposited sediment on roadways and parking areas, flooded buildings, and affected the structural integrity of major roadways. In addition, the roadways were previously under-designed and have exceeded their life span. As part of the project ASP Loop Road and intersecting Langford Lake Road will be demolished, excavated, regarded, compacted, and repaved to properly handle the heavy vehicle loading expected. In addition, the two channels adjacent to ASP Loop Road will be improved and protected to protect the road from future storm events and provide proper storm drainage. To improve protection of adjacent facilities and Langford Lake Road, a berm has been designed to divert surface run-off and flow from adjacent tributaries. Work also includes utility re-route, guard rail repair and other minor drainage work.
Project range is $5,000,000.00 - $10,000,000.00.
The acquisition will be conducted under a competitively negotiated source selection process. Both a technical proposal and a price proposal will be required. The acquisition strategy is Best Value "Lowest Price Technically Acceptable." Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Non-cost factors (evaluation factors) may consist of the following: Construction Experience; Past Performance on projects similar in nature; Key Personnel (project superintendent, Quality Control Manager, Safety Manager). The aforementioned evaluation factors may not be all inclusive.
Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. Any award resulting from this solicitation will be made to a small business concern.
All offerors are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process.
