About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), an agency within the Department of Commerce, has issued a Special Notice to negotiate a sole-source contract for Automated Surface Observing System (ASOS) Software Baseline Management. NOAA intends to award a firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) contract to Campbell Scientific Inc. (CSI) under simplified acquisition procedures.
The purpose of this sole-source contract is to procure operating system licensing and node management services from CSI to support the ASOS system's ongoing service life extension. NOAA will consider statements of capabilities from other interested parties if received by the August 1, 2024 deadline, but the determination to compete the requirement is solely at the government's discretion. The statutory authority for this sole-source acquisition is FAR 13.501(a), Sole source acquisitions. The ASOS system is undergoing a phased upgrade to extend its lifecycle beyond 2040, which includes the replacement of the data collection, system processing, and dissemination subsystems.
