About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, has issued a Special Notice regarding its annual membership fee with the Asia Pacific Accreditation Cooperation (APAC). NIST intends to negotiate this requirement on a sole source basis under FAR 13.106-1(b)(1), as APAC is the exclusive organization that provides the necessary technical cooperation and representation services required by the agency. This Special Notice is not a competitive solicitation but rather an invitation for interested parties to demonstrate their capability and interest in fulfilling this requirement. The opportunity falls under NAICS 813920 (Professional Organizations) with a size standard of $23.5 million in annual revenue. No formal solicitation package will be issued, and NIST will make the final determination regarding whether to conduct a competitive procurement based on responses received.

The primary objective of this procurement is to secure NIST's annual membership with APAC for a one-year period beginning January 1, 2026, through a firm fixed-price Purchase Order. Interested parties must submit written responses via email to harry.brubaker@nist.gov by 5:00 PM EST on December 15, 2025, providing sufficient documentation to establish their bona fide capability to fulfill the requirement. While only APAC currently possesses the exclusive membership status necessary for technical cooperation with National Metrology Institutes and participation in General Assembly meetings and working groups, the government has opened the submission window to allow other entities to demonstrate alternative capabilities if applicable. The submission deadline of December 15, 2025, allows approximately ten days for responses. Any information submitted will be evaluated solely to determine whether a competitive procurement should be conducted in the future, and no telephone inquiries will be accepted.
