About this opportunity

The U.S. Department of State, specifically the U.S. Embassy in Ashgabat, Turkmenistan, is seeking to procure a 2025 model year white SUV through Request for Quotations (RFQ) PR15016054. The solicitation calls for a 3.5L 4WD SUV with specific requirements including an 8-speed automatic transmission, 245/50R20 tires, leather seats, advanced safety features, and premium amenities like an Infinity speaker system and head-up display. Vendors must be registered in the System for Award Management (SAM) and submit their quotations by January 2, 2025, at 17:00 PM Ashgabat time. The embassy will evaluate submissions based on lowest price and technical acceptability, with the intention of awarding a firm-fixed price purchase order. While initial quotes will be the primary basis for selection, the contracting officer reserves the right to hold discussions with vendors in the competitive range if necessary.

The procurement does not include any specific set-aside designations and is open to all qualified vendors. The SUV must be delivered within 30 days after notice to proceed, with pricing required to include delivery and customs clearance to the U.S. Embassy in Ashgabat using DDP Incoterms. The vehicle comes with a comprehensive 5-year/100,000 km warranty that must be honored locally in Ashgabat. Quotations can be submitted either in a sealed envelope to the embassy's physical address or electronically to ashgabatprocurement@state.gov. The place of performance is Ashgabat, Turkmenistan, and the procurement falls under the Motor Vehicle Manufacturing NAICS category (3361) and Passenger Motor Vehicles PSC category (2310). Interested vendors are encouraged to carefully review all specifications and requirements to ensure their quotation meets the embassy's detailed criteria.
