About this opportunity

The Army Contracting Command - Detroit Arsenal (ACC-DTA) is preparing to solicit competitive proposals for the Army Watercraft Sustainment Maintenance (AWSM) Program covering Zone 1 in Continental United States (CONUS). The contract will focus on vessel modifications, modernizations, and On-Condition Cyclic Maintenance (OCCM) efforts for the U.S. Army's maritime fleet. Potential contractors will need expertise in ship building and repairing, specifically non-nuclear ship repair services. The Request for Proposal (RFP) W912CH-25-R-A005 is expected to be released in April 2025, with proposals due by April 23, 2025. While specific evaluation criteria are not detailed in the pre-solicitation notice, contractors can anticipate a competitive selection process that likely considers technical capabilities, past performance, and cost effectiveness.

The procurement will be a competitive solicitation with a partial set-aside for small businesses, with the government planning to award approximately 14 five-year Indefinite Delivery Indefinite Quantity (IDIQ) contracts for CONUS-based maritime maintenance services. The contracts will be issued under NAICS code 336611 for Ship Building and Repairing, with a specific Product Service Code (PSC) of J998 for Non-Nuclear Ship Repair (East). The government reserves flexibility in the final number of awards, potentially awarding more or fewer than the anticipated 14 contracts. While specific contract values are not disclosed, the comprehensive scope of vessel sustainment and maintenance suggests a significant investment in maritime readiness. The five-year contract duration indicates a long-term commitment to maintaining the U.S. Army's watercraft fleet.
