Update #2 · Latest ·

The Army Rapid Capabilities and Critical Technologies Office (RCCTO) is hosting an Innovation Day in McLean, VA on September 17, 2019, to quickly target and acquire promising new technology. This one-day event is modeled after commercial investor "pitch" days and will evaluate disruptive, innovative approaches and technologies to address critical capabilities. The RCCTO is focused on finding solutions that could be in the hands of Soldiers within a one-to-three year timeframe.

The RCCTO's mission is to rapidly and efficiently research, develop, prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term and mid-term threats. The RCCTO executes this mission consistent with the Army's modernization priorities that maximize Soldiers' capabilities to deploy, fight, and win on future battlefields. We face an ever more lethal and disruptive battlefield, combined across all domains, and conducted at increasing speed and reach-from close combat, throughout overseas theaters, and reaching to our homeland, which requires us to quickly acquire innovative capabilities to prototype and to deliver to the warfighter.

The RCCTO intends to leverage its Broad Agency Announcement (BAA), Solicitation Number: W56JSR-18-S-0001, which includes all scopes of technology areas of interest and enables the awarding of contracts, grants, agreements and Other Transaction Authority (OTA) agreements. To be considered to attend the RCCTO Innovation Day, participants should submit a white paper detailing their innovative idea. The white paper submission should follow the submission requirements under Broad Agency Announcement (BAA) number W56JSR-18-S-0001 and, at a minimum, should include:

-Name of Business
-Address of Business
-CAGE Code
-Point of Contact
-Telephone Number
-Email Address
-Indicate Large or Small Business
-List any relevant products utilized with other Government or commercial platforms, noting any specific DoD usage
-Project scope
-Relevancy of the technical benefit
-Clear and timely schedule for delivering the technology
-Affordability/cost (to include additional expected costs for field able prototype, such as manufacturing, experimentation, and other costs)

Please limit your submission to 10 pages plus the cover page. Cost ROMs are not included in the page limit.

Submissions should be submitted NLT 16:00EST on Friday, August 9th via the SOCOM Vulcan Website:

https://www.vulcan-sof.com/login/ng2/submission?collectionUuid=f4aae38f-151d-4859-9c97-78d1faea201b

DO NOT submit cost data through the Vulcan website. All cost data shall be submitted via email to Paul Kemp at paul.a.kemp5.civ@mail.mil. All submissions shall be clearly marked "White Papers for Army RCCTO Innovation Day 2019". Only UNCLASSIFIED white papers will be accepted. There is no limit on the number of white papers that interested venders may submit in response to this announcement. The Government does not intend to publish any questions or comments received as a result of this announcement. Telephone inquiries will not be accepted.

Process/Notification:
Once the white papers are submitted, the RCCTO team will evaluate and invite the top entries to participate in the September Innovation Day. Notification will be provided via e-mail to the POC(s) listed in the white paper submission.

Industry will then have an opportunity to pitch their project/idea to the RCCTO's "judges" consisting of leader representation across the Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy (DOTMLPF-P) spectrum. Pitches will be limited to twenty (20) minutes in length (firm). Those pitching ideas will be provided guidance on whether they are potential candidates for a prototype agreement and will be formally notified soon afterward the conclusion of the event.

This is the first Army RCCTO Innovation Day. The organization is planning to run these regularly and in various locations within the United States. More information will be posted on FedBizOpps at a later date.

*Please monitor this FBO announcement, LinkedIn, and the RCCTO's website (https://rapidcapabilitiesoffice.army.mil/) for additional updates*

**If your submission is not selected for this event, the RCCTO will reserve the project and potentially invite Industry back to "pitch" at the next event **

Areas of Interest:
Attached are a list of notional areas of interest for the Army. This information is provided in an attempt to help focus Industry's submissions; however, topic areas are not limited and white paper submissions from anyone with a well-defined idea that meets the RFI specifications will be considered. Companies of all sizes are encouraged to participate, including firms and academic institutions that do not traditionally do work with the U.S. Army.

Disclaimer:
Participation in Innovation Day is not a prerequisite for participating in any future solicitations or procurements. Nothing in this Innovation Day event is a guarantee of future partnerships, contract commitment, or future workload. This announcement is not a contract, a request for proposal, or a promise to contract, or a commitment of any kind on the part of the Government.

The U.S. Army will make every effort to hold the Innovation Day at the times, date and locations specified. The U.S. Army holds the right to cancel and/or change session event times, dates and locations under certain conditions. These conditions usually include but are not limited to: inclement weather, event venue cancellation or rescheduling, speaker cancellation or rescheduling, and insufficient number of participants for the event. The U.S. Army holds the right to cancel the event for any reason up to and including the day of the event. In the event of predicted inclement weather, a decision will be made by 5 p.m. on the prior day. If the event is cancelled, the notice will be posted on this website and an email will be sent to all participants. The Government will not assume liability for costs incurred by an attendee for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
