About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal (ACC Rock Island) has released a Draft Performance Work Statement (PWS) for the Army Data Platform (ADP) Multi-Award Task Order Contract. This special notice is a request for industry input on a proposed multi-platform data services contract that will provide enterprise-level data capabilities for the U.S. Army. The draft PWS is designed to solicit feedback from potential contractors about the government's requirements for a comprehensive data platform. This is not a commitment to procure services, but rather an opportunity for industry stakeholders to provide insights and suggestions. The notice emphasizes that participation is voluntary and will not impact future proposal submissions.

Contractors are invited to review the draft PWS and provide feedback using a specific Comment Matrix Excel file by 1100 CT on January 9, 2025. The opportunity is open to all business types and does not have a specific set-aside designation. Submissions must be emailed to two specific Army contacts with a precisely formatted subject line that includes the company name. The proposed ADP Multi-Award Task Order Contract aims to create a scalable data platform supporting both classified and unclassified environments, capable of handling terabyte-scale data ingest and transformation. The platform must support approximately 40,000 named user accounts and provide capabilities including self-service analytics, predictive analytics, and visualization tools. Key requirements include compliance with DoD security standards, support for multiple user types (decision makers, data analysts, platform enablers), and integration with Army enterprise services while meeting VAULTIS (Visible, Accessible, Understandable, Linked, Trusted, Interoperable, Secure) criteria.
