About this opportunity
The Defense Threat Reduction Agency (DTRA) has issued a Limited Sources Justification Notice for a sole-source task order awarded to the Desert Research Institute (DRI) for Arms Control Subject Matter Expert (SME) Support. The contract focuses on an independent design and development review of the next-generation Radionuclide Aerosol Sampler/Analyzer (RASA), a specialized system used in the International Monitoring System (IMS). DTRA determined DRI is the only qualified source due to their unique expertise, particularly their historical involvement in developing the original RASA 30 years ago and specialized operational knowledge critical to Comprehensive Nuclear-Test-Ban Treaty Organization requirements. The contract will have a 12-month performance period with potential surge options, extending to a maximum of 24 months, and is valued at an estimated $1.1 million. The sole-source justification is authorized under FAR 8.405-6(a)(l)(i)(B), which allows non-competitive procurement when only one source can provide services at the required level of quality due to highly specialized capabilities. The task order requires a SME with a Ph.D. in nuclear physics or related fields and a minimum of 20 years of experience in project management, treaty verification, technical development, and scientific leadership.
