About this opportunity

The Federal Emergency Management Agency seeks proposals to award a labor hour contract to provide armed security guard and patrolled vehicle services in Puerto Rico, Vieques, and Culebra. The requirement includes armed security guards, supervisor oversight, necessary licenses and permits, vehicles for remote site patrols, and equipment. Proposals will be evaluated based on price, past performance, and technical approach with quotes due by December 19, 2019.

This procurement is set aside for local firms residing or doing business in Puerto Rico, Vieques, and Culebra in accordance with the Stafford Act. The applicable NAICS code is 561612 and PSC code is S206. The period of performance is a three month base period from January to April 2020 with five additional three-month option periods. Services will be provided at various temporary and fixed disaster relief facilities throughout Puerto Rico capable of housing over 150 personnel daily.

This is set-aside for vendors in the local disaster area must be local firms residing or primarily doing business throughout the entire island of Puerto Rico including municipalities of Vieques and Culebra in accordance to the Stafford Act – Sec. 307. Use of Local Firms and Individuals 9 42 U.S.C. 5150 and FAR 52.226-4.
