About this opportunity

The Department of Homeland Security's Federal Protective Service is issuing a sole-source task order under FAR 6.130-1 for Armed Protective Security Officer (PSO) services to Bradley Technologies, Inc., with performance from July 1, 2026, through October 31, 2026 (up to four months). The extension to an existing indefinite delivery/indefinite quantity contract bridges the gap between the current contract's expiration on June 30, 2026, and award of a competitive follow-on contract, permitting a 120-day transition period for employee screening, training, licensing, and certifications.

Performance occurs throughout the Internal Revenue Service complex in Austin, Texas. The extension covers 63,500 hours at $66.95 per hour for an estimated total value of $4,251,325. The hourly rate represents a $0.31 increase (0.47 percent) from the current $66.64 per hour rate, justified by market conditions and inflation and deemed fair and reasonable based on comparison with other competitively awarded Armed PSO contracts. Funding is FY 2026 Operations and Support. The sole-source justification cites only one responsible source and no other supplies or services will satisfy agency requirements. A competitive follow-on IDIQ contract is scheduled for award no later than June 29, 2026, with performance commencing November 1, 2026.

Notice text

The Government intends to solicit and negotiate with only one source under the authority of RFO FAR 6.130-1 for Armed Protective Security Officer (PSO) services with Bradley Technologies, Inc. (1700 Rockville Pike, STE 200, Rockville, MD 20852) for up to four (4) months, July 01, 2026, through October 31, 2026, to allow time to solicit and award the follow-on contract, as well as to provide adequate time for the 120-day transition. This action will result in a modification to extend the ordering period of the existing indefinite delivery/indefinite quantity type contract to allow placement of a task order to continue critical PSO services throughout the IRS complex in Austin, TX. Task orders(s) will only be issued under this contract for the necessary length of time required,
but not to exceed four (4) months. As such, this extension will allow time to complete the solicitation and award as well as provide an adequate transition period to the new effort for this requirement.
