About this opportunity

The Department of Homeland Security's Federal Protective Service issued a Limited/Sole Source Justification Notice for the continuation of Armed Protective Security Officer (PSO) services throughout Michigan under a noncompetitive procurement action with Triple Canopy, Inc. The extension covers a six-month performance period from January 1, 2026, through June 30, 2026, and is justified under 41 U.S.C. 3304(a)(1) to maintain uninterrupted security services at federal facilities while allowing adequate time for the agency to solicit and award a follow-on competitive contract and facilitate a 120-day transition period. Triple Canopy, Inc., located in Herndon, Virginia, was selected as the sole source vendor based on the absence of other suppliers capable of satisfying the agency's requirements during this interim period. While specific award values are not disclosed in the justification, the document notes that hourly rates for PSO services will increase due to market conditions, inflation, and additional direct costs. This modification extends an existing indefinite delivery/indefinite quantity contract (70RFP419DE5000004) that originally expired on December 31, 2025, with the agency planning to complete procurement of the new competitive contract by March 1, 2026.

Notice text

The Federal Protective Service Acquisition Division has procured Armed Protective Security Officer (PSO) services on a noncompetitive basis to Triple Canopy, Inc. (13530 Dulles Technology Dr. STE 500, Herndon, Virginia 20171) for up to six (6) months, January  01, 2026, through June 30, 2026, to allow time to solicit and award the follow-on contract, as well as to provide adequate time for transition. This action resulted in a modification to extend the ordering period of the existing indefinite delivery/indefinite quantity type contract to allow placement of a task order to continue critical PSO services throughout the state of Michigan. Task order(s) will only be issued under this contract for the necessary length of time required, but not to exceed six months. As such, this extension will allow time to complete the solicitation and award as well as provide an adequate transition period to the new effort for this requirement.

Awarded contract 70RFP419DE5000004 to unknown vendor for unknown amount on 2019-03-01.
