About this opportunity

The Department of Homeland Security's Federal Protective Service Acquisition Division issued a Limited/Sole Source Justification Notice for Armed Protective Security Officer (PSO) services at the Internal Revenue Service campus in Austin, Texas. The justification authorizes a non-competitive contract extension with Bradley Technologies, Inc. under the "Only One Responsible Source" authority, valued at an estimated $4,031,720.00 for a four-month period from March 1, 2026, through June 30, 2026. The government determined that Bradley Technologies is the sole source capable of providing immediate, uninterrupted Armed PSO services due to the extensive screening, training, licensing, and transition requirements specific to the Federal Protective Service program. The contract extension covers 60,500 total hours at an hourly rate of $66.64 per hour, representing a 6% increase from the current rate of $62.82 per hour. This interim arrangement allows the government adequate time to complete solicitation and award of a follow-on competitive contract while maintaining service continuity and providing a 120-day transition period before the new contractor assumes performance on July 1, 2026.

Notice text

The Federal Protective Service Acquisition Division has procured Armed Protective Security Officer (PSO) services on a noncompetitive basis to Bradley Technologies, Inc. (1700 Rockville Pike, STE 200 Rockville, Maryland 20852) for up to four (4) months, March 01, 2026, through June 30, 2026, to allow time evaluate and award the follow-on contract, as well as to provide adequate time for transition. This action resulted in a modification to extend the ordering period of the existing indefinite delivery/indefinite quantity type contract to allow placement of a task order to continue critical PSO services at the IRS campus located in Austin, Texas. Task order(s) will only be issued under this contract for the necessary length of time required, but
not to exceed four months. As such, this extension will allow time to complete the solicitation and award as well as provide an adequate transition period to the new effort for this requirement.

Awarded contract 70RFP419DE7000001 to unknown vendor for unknown amount on 2026-02-27.
