About this opportunity
The Health Resources and Services Administration (HRSA), a component of the Department of Health and Human Services, has published a Special Notice regarding a contemplated sole-source purchase order with the University of the Ozarks. This simplified acquisition action will be conducted pursuant to Federal Acquisition Regulations Part 13.106-1(b), which permits direct negotiation with a specified vendor without competitive bidding. The opportunity was posted on January 13, 2026, and involves the provision of armadillo husbandry research services. The contract is classified under NAICS code 112990 (All Other Animal Production) and PSC code 8820 (Live Animals, Not Raised For Food). The contracting office contact is Veronica Dhaness, Contract Specialist at HRSA's Office of Federal Assistance and Acquisitions Management.
HRSA seeks armadillo husbandry research services including materials and labor to support studies on selective breeding for tameness and dietary requirements. The anticipated contract period runs from February 1, 2026, through January 31, 2027, with four optional 12-month renewal periods available. All responsible sources are invited to submit a statement of capability within 15 days of the notice publication date, establishing a submission deadline of January 28, 2026. While this is a sole-source procurement intended for the University of the Ozarks, the agency has opened the opportunity for competing firms to demonstrate their capability to perform the work. Interested contractors should contact Veronica Dhaness at VDhaness@hrsa.gov for additional information regarding this requirement.
