About this opportunity
The Bureau of Land Management's Farmington Field Office is soliciting quotes for manual fuels reduction and seeding services on approximately 213 acres of pinyon-juniper woodland in San Juan County, New Mexico. The project requires contractors to hand-cut and thin pinyon and juniper trees to reduce stand density to 30-50 stems per acre, preferentially retaining the healthiest pinon pine trees under 16 inches in diameter while cutting all juniper trees under that size threshold, lopping and scattering slash, and seeding treated areas at 10 pounds of mixed seed per acre. This is a Request for Quotes (RFQ) for commercial items under NAICS 115310 (Support Activities for Forestry) with a Product Service Code of F014 (Natural Resources/Conservation - Tree Thinning), and the resulting contract will be firm-fixed-price. Quotes must be submitted by January 23, 2026, at 3:00 p.m. Mountain Time, with a mandatory site visit scheduled for January 16, 2026, at 11:00 a.m. MST at the junction of US Highway 550 and San Juan County Road 2770, requiring attendance confirmation 48 hours in advance and high-clearance or 4x4 vehicles.
This solicitation is set aside exclusively for small businesses with a size standard of $34.0 million. The project consists of five options with varying acreages, with Option 1 comprising 125 acres as the primary offer and Options 2-5 ranging from smaller acreages and contingent upon funding availability. The work is scheduled to commence on April 15, 2026, with completion required by September 30, 2026, and includes work restrictions during migratory bird nesting season (May 15-July 31) and big game winter range (December 1-February 28). All project boundaries are located on BLM lands approximately 12 miles northeast of Aztec, New Mexico, in Township 31 N, Range 9 W, Section 8. Contractors should note that the specific evaluation criteria, detailed statement of work, maps, wage determinations, and contract clauses are contained in the attached RFQ Package document (140L3726Q0007).
