The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island intends to purchase Argon 17 inch ruggedized display units, P/N 20710-17SCNRES/ARGBSG-2V-115-DT, qty. ten (10) in support of Submarine Fleet Maintenance Activities and NAVSUP.  These displays are to upgrade all legacy Cathode Ray Tube (CRT) sonar displays in the fleet. The displays will be upgraded with new flat panel technology, with increased display size within the same physical footprint, lower power consumption, and will be air-cooled instead of water-cooled.  An option for five (5) additional units will be included.  If the option is exercised, it will be no later than one (1) year from date of contract award.  A firm fixed price type contract is anticipated.  NAICS Code 334419, Size Standard is 500 employees.   This requirement is unrestricted.  The NUWCDIVNPT Office for Small Business Programs concurs with the sole source/unrestricted determination.  It is expected to place a firm fixed price type contract with Argon Corp because these are the only displays which are 100% compatible (form, fit, and function) and shock tested as the ones installed in the fleet.   Sole make and model is required, no substitutes are allowed.  All other timely offers will be considered.  Further details will be provided in Solicitation #N66604-15-R-0431, which is anticipated to be released on or about 3/16/15.  Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award.  Instructions for registration are available at the website.  In accordance with DFAR Clause 252.211-7003, Unique Item Identifier (UID) applies if the proposed unit price is $5,000 or greater.  The UID information must be submitted in Wide Area Work Flow (WAWF) and a UID tag must be affixed to this item prior to shipping.  Evaluation factors are technical capability, price and past performance.  Each is equally important.  Required delivery is 4 months after date of contract award or option exercise, F.O.B.
