About this opportunity

The Natural Resources Conservation Service seeks an Area Wide Market Analysis for South Dakota, with quotations due May 30, 2026, and questions due May 22. The procurement is a Total Small Business Set-Aside under NAICS 531320, Offices of Real Estate Appraisers, with a $9.5 million size standard.

Place of performance is South Dakota. The contract structure comprises a one-year base period (June 30, 2026 through June 29, 2027) and four one-year option periods, not to exceed five years total. Deliverables consist of an initial AWMA and annual recertifications or amendments for each option year across nine contract line items; contractors must submit pricing for all items to be considered responsive.

Technical acceptability requires a state-certified General Real Property Appraiser or holder of a temporary practice permit equivalent to state certification under FIRREA in the state or states where the AWMA is conducted. Offerors must provide resumes for the lead appraiser and submit at least two references from the past five years for similar work. Market areas may be defined using multiple county clusters or regions subject to NRCS approval; physical inspection of sale comparables is not required.

Award will be made on lowest price technically acceptable basis. The Government will evaluate only the lowest-priced offer for technical acceptability and past performance; if unacceptable, evaluation will proceed with successively higher-priced offers until identifying the lowest price technically acceptable offer with acceptable or neutral past performance. Pricing must remain firm for 90 calendar days from receipt. Questions and answers were posted May 27.
