About this opportunity

The Department of Agriculture's Natural Resources Conservation Service (NRCS) seeks an Areawide Market Analysis (AWMA) for Wisconsin's Agricultural Conservation Easement Program – Wetland Reserve Easement Component, with quotations due August 12, 2026 and questions due August 5. The procurement is a Total Small Business set-aside under NAICS 531320 (Offices of Real Estate Appraisers), with small business size standard of $9.5 million.

Place of performance is Wisconsin. The contractor must be a state-certified general real property appraiser or hold a FIRREA-equivalent temporary practice permit, maintain good standing with the licensing authority without disciplinary action in the past five years, and demonstrate competency in USPAP-compliant market analyses of rural and agricultural properties. Key personnel resumes must demonstrate required educational and experience qualifications; contractors must provide at least two references from the past five years for similar work.

The contract comprises a one-year base period (August 30, 2026 through August 29, 2027) and four one-year option periods, totaling up to five years. Deliverables for the initial AWMA include a draft report due within 60 days of contract completion and training completion, and a final USPAP-compliant report with an unlocked electronic spreadsheet of comparable sales data due within 14 days of the initial NRCS meeting. For subsequent years, the vendor must provide annual recertifications by July 15 or amendments within 45 days if land use values change more than 10 percent. The AWMA covers five land use categories—Cropland, Hayland, Pasture, Woodland, and Wetland—across nine Wisconsin districts, with separate reporting for properties encumbered by NRCS conservation easements.

Evaluation uses lowest-price-technically-acceptable criteria. Technical acceptability is rated acceptable or unacceptable based on the contractor's ability to provide a sound, compliant approach. Contractors must submit pricing for all line items (initial AWMA, annual recertifications, and amendments for each option year) to be considered responsive. Quotations must be emailed to andrew.sawyer@usda.gov and kristina.baker@usda.gov by August 12 at 12:00 PM Eastern Time. The Government will hold offers firm for 90 calendar days from receipt.
