About this opportunity
The Natural Resources Conservation Service (NRCS) within the Department of Agriculture seeks an Areawide Market Analysis (AWMA) for Minnesota agricultural land, with proposals due August 12 at 12:00 PM Eastern Time and questions due August 5. The procurement is a Total Small Business Set-Aside under NAICS 531320 (Offices of Real Estate Appraisers) with a $9.5 million size standard.
Place of performance is Minnesota. The AWMA will establish fair market value per-acre analyses across five defined regional market areas (Metro, Mid State, Northeast, South, and Northwest) covering all 87 Minnesota counties, with land classifications of cropland and non-cropland. The initial analysis is due within 60 days of contract completion and mandatory training; the final report is due within 14 days of a required NRCS meeting. Subsequent annual recertifications must be submitted by July 15 each year, with AWMA amendments due within 45 days if fair market values change by more than 10%.
The contract is firm-fixed-price, covering an initial fiscal year plus four optional years (base plus four option years, through August 29, 2031). Nine contract line items include one initial AWMA and eight subsequent annual recertification and modification items. Offerors must price all items for base and option years; incomplete pricing results in rejection.
Evaluation uses lowest price technically acceptable criteria, with technical acceptability as the primary non-cost factor. Only the lowest-priced offer receives technical evaluation; if unacceptable, evaluation continues by price order until an acceptable offer is identified. Key personnel must hold state certifications as General Real Property Appraisers compliant with FIRREA title XI and USPAP standards for rural and agricultural property. Offerors must provide at least two references from the past five years for similar work, including contract numbers, descriptions, periods of performance, and total values. Past performance ratings are acceptable, neutral, or unacceptable. All reports must include minimum 10 comparable sales per land use per market area with unlocked spreadsheets and geographic coordinates or GIS shapefiles.
Notice text
NRCS Minnesota plans to obtain an Areawide Market Analysis (AWMA) for an initial fiscal year (FY) and subsequent annual recertifications or AWMA amendments for each following FY not to exceed Base plus 4 additional years.
