About this opportunity
The Natural Resources Conservation Service (NRCS) Iowa, under the Department of Agriculture, seeks an Areawide Market Analysis for its Agricultural Conservation Easement Program – Wetland Reserve Easement (ACEP-WRE), with quotations due August 12, 2026 at 12:00 PM Eastern Time and questions due August 5, 2026. The procurement is a Total Small Business set-aside restricted to concerns under NAICS code 531320 (Offices of Real Estate Appraisers) with a $9.5 million size standard.
Place of performance is nationwide. The contractor must hold state certification as a General Real Property Appraiser or equivalent temporary practice permit under FIRREA, be in good standing with no disciplinary action in the past five years, and demonstrate competency in USPAP-compliant market analyses of rural and agricultural properties. The base period runs August 30, 2026 through August 29, 2027, with four one-year option periods, for a total potential five-year duration.
The initial deliverable is a USPAP-compliant market analysis determining fair market value per acre for specified market areas and land use types (Tillable Land and Non-Cropland including pasture and timber), due 60 days after contract completion and training completion, with final report due 14 days after the required NRCS meeting. Annual recertification letters are due by July 15 for years 2–5, and AWMA amendments are due within 45 days if market value changes exceed 10%. The contractor must provide location coordinates or GIS shapefiles of comparable sales and attend training and NRCS meetings.
The contract is firm-fixed price with nine line items covering the base AWMA and four annual recertifications and modifications. Offerors must submit pricing for all nine CLINs and hold prices firm for 90 calendar days. Evaluation uses lowest price technically acceptable criteria, weighting technical acceptability (resumes demonstrating FIRREA state certification), past performance (minimum two references from the past five years for similar work), and fair and reasonable pricing. Quotations are submitted via email to andrew.sawyer@usda.gov and kristina.baker@usda.gov.
