About this opportunity

The Natural Resources Conservation Service (NRCS) Indiana seeks an Areawide Market Analysis (AWMA) for the Agricultural Conservation Easement Program-Wetland Reserve Easement component, with quotations due August 12, 2026, and questions due August 5, 2026. The procurement is a small business set-aside under NAICS 531320, Offices of Real Estate Appraisers, with a size standard of $9.5 million.

Place of performance is Wisconsin. The vendor must hold a state real property appraiser certification or equivalent temporary practice permit under FIRREA title XI, maintain good standing with no disciplinary action in the past five years, and demonstrate competency in USPAP-compliant market analyses of rural and agricultural properties. The initial AWMA covers five geographic regions within Indiana with two primary land use categories (Cropland and Non-Cropland) and requires a minimum of ten comparable sales per land use per market area using sales no older than 24 months.

The contract is firm-fixed-price with a base period (August 30, 2026–August 29, 2027) plus four one-year option periods, extending through August 29, 2031. Deliverables include a draft report within 60 days and a final report with supporting documentation and unlocked electronic spreadsheet within 14 days of draft review. Subsequent fiscal years require annual recertification letters by July 15 and AWMA amendments within 45 days if fair market value changes exceed 10%. Offerors must submit pricing for all line items, hold prices firm for 90 calendar days, and provide at least two references from the past five years for similar work. Evaluation uses lowest price technically acceptable criteria, evaluating technical acceptability as acceptable or unacceptable; only the lowest priced offer is initially evaluated technically. Past performance ratings of acceptable or neutral are required. One award is anticipated under FAR Part 12.
