About this opportunity
The Department of the Air Force Materiel Command, Wright-Patterson Air Force Base, has awarded a ceiling increase to six incumbent Architect-Engineer IDIQ contractors on a limited-source basis, raising the cumulative program ceiling from $29.4 million to $41.4 million—a $12.0 million increase—effective August 26, 2026.
Each of the six incumbent contractors receives an individual ceiling increase of $2.0 million, from $4.9 million to $6.9 million per contract. The six contractors are AECOM Technical Services (FA8601-23-D-0001), Barge/Emersion Joint Venture (FA8601-23-D-0002), Burgess & Niple/Heapy LLC (FA8601-23-D-0003), Levin Porter Associates-Small Business (FA8601-23-D-0004), Tetra Tech Inc. (FA8601-23-D-0005), and Woolpert Inc. (FA8601-23-D-0006). The justification cites 10 U.S.C. 3204(a)(1)—only one responsible source and no other supplies or services will satisfy agency requirements. The ceiling increase is driven by an anticipated 30 percent increase in FY27 Facilities Sustainment, Restoration, and Modernization funding. The incumbents possess unique qualifications, site-specific knowledge, security-cleared personnel, and established management plans essential to the mission.
The contracts cover multi-discipline A&E services at Wright-Patterson AFB, Ohio, through the period of performance August 30, 2023 through August 30, 2028, including site visits, field investigations, planning studies, design and economic analysis, construction drawings and specifications, building code and fire protection analysis, hazardous material surveys, cost estimates, life cycle cost analysis, and bidding schedules. The Air Force plans to conduct competitive market research for follow-on A&E contracts beginning in FY26, with anticipated award in FY28.
