About this opportunity

The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) is conducting market research to identify qualified Korean Architectural and Engineering (A-E) firms capable of providing real property planning, programming, and management support services for U.S. military installations throughout the Republic of Korea. Services will include facility assessment, master planning, asset management, economic analysis, programming, and related studies, limited to planning and conceptual design phases not exceeding 35% facility design. The government seeks to determine whether Korean A-E firms possess the capability to execute these requirements and whether the eventual contract can be set aside exclusively for Korean firms. Interested firms must respond to a comprehensive 10-question Capabilities Questionnaire addressing their experience, personnel qualifications, licensing, workload capacity, project management effectiveness, and quality control processes. All responding firms must be registered in the System for Award Management (SAM), and responses must be submitted via email to designated government contacts by 12:00 P.M. Central Time on December 19, 2025, not to exceed 10 pages.

This is a sources sought notice for market research purposes only and does not constitute a formal solicitation or binding contract opportunity. No set-aside designation has been applied at this time, though the government is specifically soliciting responses from Korean firms only to evaluate the feasibility of a future set-aside. The notice does not identify any current contractors or incumbents, nor does it provide specific award values or budget ranges for the anticipated contract. The scope encompasses an Indefinite Delivery Contract (IDC) that will support multiple military branches and Department of Defense installations across various geographic locations, including Korea, with services potentially involving Controlled Unclassified Information and classified materials. The government will not reimburse respondents for preparation costs, will not rank submissions, and does not intend to provide replies or return responses to interested companies.
