About this opportunity
The U.S. Army Corps of Engineers (USACE) Tulsa District is seeking Architect-Engineer (A-E) Environmental Services through an Indefinite Delivery Contract (IDC) primarily focused on environmental services within the Southwestern Division's area of responsibility (Texas, Oklahoma, Louisiana, Arkansas, and southern Kansas). The contract will cover critical environmental assessments including Hazardous, Toxic, and Radioactive Waste (HTRW) and Per- and Polyfluoroalkyl Substances (PFAS) services for military and civil works projects. Potential contractors must complete a mandatory survey questionnaire available through SurveyMonkey, which closes at 5:00 PM Central Time on April 4, 2025. The solicitation will follow Engineer Regulation 5-1-10 and USACE Acquisition Instruction guidelines, with contracts to be awarded on a competitive, Firm-Fixed-Price basis. The specific set-aside designation will be determined based on responses to the sources sought announcement.
The procurement does not currently have a predetermined set-aside status, meaning both small and large businesses may be eligible to compete. The contract will be structured as an Indefinite Delivery Contract, allowing for flexible environmental service provisions across the specified geographic region. While specific award values are not disclosed in the pre-solicitation notice, the contract will support environmental planning and assessment services for USACE projects. Interested firms must demonstrate expertise in environmental engineering, particularly in handling complex environmental assessments related to HTRW and PFAS contamination. The procurement process will involve a comprehensive evaluation of submitted survey responses, with the ultimate goal of identifying qualified contractors capable of supporting the USACE Southwestern Division's environmental service requirements.
