About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center has issued a Request for Proposal (RFP FA820125R0017) for an archaeological survey at the Utah Test and Training Range (UTTR). The procurement seeks a contractor to conduct a comprehensive cultural resource inventory and site recordation of up to 5,000 acres located approximately 80 miles west of Salt Lake City within the unique Paleoindigenous Old River Bed Delta landscape. This project will be conducted under the authority of the National Historic Preservation Act, specifically Sections 106 and 110, to fulfill requirements outlined in the Hill AFB Integrated Cultural Resource Management Plan. The solicitation follows a Lowest Price Technically Acceptable (LPTA) evaluation methodology with a firm fixed-price contract structure. Questions must be submitted by September 8, 2025, at 11:00 AM MST, and proposals are due by September 10, 2025, at 2:00 PM MST, with submissions required via email to specified Air Force contacts.
This procurement operates under NAICS code 541690 with a size standard of $19,000,000 in annual receipts and is structured as a full and open competition with no set-aside designations, though it includes provisions for various small business categories including veteran-owned and service-disabled veteran-owned small businesses. The contract encompasses a single base year with a 24-month performance period beginning upon award. Key deliverables include a comprehensive GIS database, cultural resource inventory report, site forms, and management recommendations, with the contractor required to conduct systematic pedestrian surveys, record and evaluate archaeological sites, and perform subsurface testing using advanced technologies such as Ground Penetrating Radar and Magnetometry. Performance will take place at the Utah Test and Training Range, with delivery to the 775th Civil Engineer Squadron at Hill Air Force Base, Utah, and the project will involve collaboration with the Hill AFB Cultural Resources Manager and potentially multiple Native American tribes with ancestral ties to the land.
