About this opportunity
The Department of the Interior Fish and Wildlife Service seeks delivery and spreading of approximately 690 tons of SB2 aggregate at Wapanocca National Wildlife Refuge in Turrell, Arkansas, with quotes due September 9, 2026. This is a Total Small Business set-aside procurement under NAICS 212321 (Construction Sand and Gravel Mining), procured as a commercial item under FAR Part 12.
Place of performance is Wapanocca National Wildlife Refuge, 178 Hammond Avenue, Turrell, Arkansas 72384. The period of performance runs from September 14, 2026 through November 16, 2026, with a minimum delivery requirement of 100 tons daily (Monday–Friday, 7:30 AM to 5:00 PM) subject to favorable climatic conditions. All material must be delivered with tailgate spreading to a depth of approximately three inches on refuge roads. Trucks lacking tailgate chains will not be accepted. The contractor is responsible for all equipment used in delivery and spreading, must complete each road or group of roads before proceeding to the next location, and must provide scale tickets from a certified bonded scale facility to site representative Steven Rimer for each load.
Service Contract Act prevailing wage determination No. 2015-4673 (Revision 33) applies to contractor personnel in Crittenden County, Arkansas and adjacent counties in Mississippi and Tennessee. Evaluation prioritizes technical capabilities and past performance combined as significantly more than price. Offerors must demonstrate experience with SB2 aggregate in similar size and proximity requirements, provide up to three past performance references with at least two valid references per project, and submit detailed pricing. The Government will issue a Firm-Fixed Price commercial purchase order. Anticipated award date is September 14, 2026. Contracting officer is Jeremy Tyler (jeremy_tyler@ios.doi.gov).
