About this opportunity
The Defense Information Systems Agency (DISA) is seeking a sole source contract with Apriva Information Security Systems for a Mobile Endpoint Security Architecture (MESA) Virtual Private Network (VPN) License Agreement and Engineering Support Services. The contract will support the Department of Defense Mobility Classified Capability (DMCC) - Secret end user devices, including legacy Samsung and Windows-based devices. Apriva's unique VPN design is currently the only solution compliant with the National Security Agency's Commercial Solutions for Classified (CSfC) program and compatible with existing DMCC infrastructure. Interested companies must submit a detailed capability statement within 5 days of the notice, though this is not a formal request for quotes or proposals. The procurement will use NAICS code 541511 for determining company size, with the contract period spanning from July 20, 2024 to July 19, 2025.
The procurement does not have a specific set-aside designation, and Apriva is identified as the incumbent contractor. While no specific award value is mentioned in the documentation, the contract covers licensing for VPN gateway operations and associated Secure Mobile Device Gateway (SMDG) testing facilities. The contract encompasses support for multiple legacy end user devices, including Samsung Galaxy S20, S7 Tablet, Dell 7320 and 7210, and HP ProBook G4 and G5 models. Apriva is classified as a small business and was originally the only NSA CSfC approved standards-based Internet Protocol Security VPN available at the contract's inception. The opportunity is specifically focused on custom computer programming services within the IT and telecom business application development software category.

The proposed contract action is for Apriva MESA VPN License Agreement and Engineering Support Services for the Department of Defense Mobility Classified Capability (DMCC) – Secret end user devices (EUDs), consisting of the legacy Samsung Galaxy S20 custom read only memory (CROM), S7 Tablet CROM, Windows Data-at-Rest (WINDAR) Dell 7320, WINDAR Dell 7210, Hewlett Packard (HP) ProBook G4 and HP ProBook G5. Apriva’s unique VPN design supporting the DMCC-Secret effort is currently the only VPN compliant with the National Security Agency (NSA) Commercial Solutions for Classified (CSfC) program and proven compatible with the current DMCC-S Secure Mobile Device Gateways (SMDG) architecture and these legacy EUDs.
