About this opportunity

The Department of Agriculture Forest Service is seeking land appraisal services for the Oracle Extension Lode Claim-Culver Land Purchase through solicitation number 1240BF25Q0018-A00001. The contractor must provide comprehensive appraisal services including a site inspection and completion of a final appraisal report for approximately 19.99 acres of undeveloped, mountainous land located near Moose Pass in Alaska's Kenai Mountains-Turnagain Arm National Heritage Area. Offerors must be Alaska State Certified General Appraisers with specific training in the Uniform Appraisal Standards for Federal Land Acquisitions (6th Edition) and experience conducting federal land appraisals in cool, damp climates and remote locations. The evaluation will consider technical capability, past performance, and pricing, with emphasis on the contractor's ability to complete the appraisal within 60 days of the performance start date. Electronic offers are due by 1:00 PM Alaska Time on July 24, 2025, following an amendment that extended the original July 18, 2025 deadline.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 531320 (Offices of Real Estate Appraisers) with a small business size standard of $9.5 million in annual receipts. The solicitation does not identify any incumbent contractors or specific award values, as it is structured as a firm-fixed-price contract with pricing to be determined through the competitive bidding process. The contract period of performance runs from the date of award through December 31, 2026, providing contractors with substantial time to complete the required appraisal work. The work will be performed in Southcentral Alaska, specifically for the Chugach National Forest, and involves appraising land currently owned by The Culver Revocable Declaration of Trust. The property has an assessed land value of $45,000 according to the title report, though the final appraised market value will be determined through this contracted appraisal process.
