About this opportunity
The Department of the Interior's Interior Business Center is conducting a sources-sought effort to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) capable of performing appraisal services, with responses due May 21, 2026, at 3:00 PM EST. This is a market research notice only and does not constitute a solicitation or funding commitment.
The requirement covers appraisal services for three separate properties in Alaska: two townsite lots in Togiak and Aleknagik, and one Native Allotment approximately 6 miles southeast of Quinhagak. Work must be performed in Alaska and comply with the current Uniform Standards of Professional Appraisal Practice (USPAP) in narrative format, meeting USPAP Standard Rule 2-2(a). The appraiser must hold a valid Alaska State Certified General Appraiser license in good standing with prior market area experience; temporary or courtesy licenses are not acceptable. All work must be performed by or directly supervised by the certified appraiser, with no subcontracting or reassignment permitted.
Deliverables include an initial appraisal report due 160 days after award, formatted as a signed password-protected encrypted PDF, followed by a 30-day review period and final report due 15 days after acceptance. Reports must incorporate all three approaches to value, market-derived adjustments, written sale sheets for all comparables, photographs (minimum 3" × 5"), multiple maps, and verification of all data. The appraiser must maintain confidentiality, hold all reports as government property, and may be required to provide court testimony.
Responses are limited to four pages and must include company name, address, UEI, CAGE code, point of contact, business size/category identification, and a capability statement. Submit responses to Contracting Officer Morgan Schickler and Contract Specialist Ann Woodall via email. NAICS 531320; PSC R411.
