About this opportunity

The Department of the Interior, through its Interior Business Center, is issuing a Request for Information (RFI) to gather market research on appraisal and valuation services in support of developing a Blanket Purchase Agreement (BPA) or Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The DOI seeks to establish a centralized contracting vehicle for professional appraisal and valuation services across the United States, including appraisals, feasibility studies, market studies, alternative valuation methods, and consultation services. All appraisal services require Certified General Appraiser licensure with a minimum of five years of relevant experience and must comply with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA/Yellow Book) and USPAP standards. Respondents to this RFI should address pricing methodologies, cost drivers, scalability, fee ranges, hypothetical pricing scenarios, and strategic recommendations for managing appraisal services either through a coordination/integrator role or through subcontracting to credentialed appraisers using a comprehensive price list. The deadline for submitting RFI responses is February 26, 2026, at 12:00 PM Eastern Time, with responses to be directed to Mike McGuire and Morgan Schickler at the specified DOI addresses.

The RFI is not restricted to any particular set-aside category and does not identify any incumbent contractors. Based on historical data from 2023-2025, the DOI currently issues over 120 appraisal and valuation service contracts annually across the United States, with previous contract values ranging from $10,000 to $80,000 and an average of approximately $25,000 per engagement. Services will be organized within three geographic regions—East (17 states), Central (15 states), and West (13 states)—with each region having a projected service volume based on recent activity showing 167 appraisals in the East, 4,162 in the Central region, and 5,783 in the West region over the three-year historical period. The prospective BPA structure will assign at least two BPA holders exclusively to each geographic region, with orders to be issued through written task orders containing detailed scope and assignment-specific statements of work.
