About this opportunity
The Naval Air Systems Command (NAVAIR) intends to issue a sole source delivery order under an existing Basic Ordering Agreement (BOA) to BAE Systems Information and Electronic Systems Integration for the conversion of guidance sections to telemetry configuration. The procurement involves converting nine units of USAF Government Furnished Equipment (GFE) guidance sections, specifically four WGU-59A/B Single Variant Block Upgrade (SVBU) units and five WGU-59/B Legacy Fixed Wing version guidance sections, with the addition of telemetry kits. NAVAIR is pursuing this acquisition on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1) and FAR Subpart 6.103-1, citing that only one responsible source can satisfy agency requirements. While BAE Systems is the intended sole source award recipient, the government is accepting capability statements, proposals, or quotations from all responsible sources through February 6, 2026, with the understanding that such responses will be evaluated solely to determine whether a competitive procurement should be conducted instead. The government reserves the right to make a final determination regarding competition based on information received.
This pre-solicitation notice contains no set-aside designation. BAE Systems Information and Electronic Systems Integration, located in Hudson, New Hampshire, is identified as the sole designer, developer, and manufacturer of the Advanced Precision Kill Weapon System (APKWS) and possesses the exclusive technical knowledge, experience, and tooling required to execute the specified work. The procurement covers a total of nine guidance section units requiring telemetry kit conversion, with four units being newer SVBU variants and five units being legacy fixed wing versions. No specific award value or budget range is stated in this pre-solicitation notice. Interested subcontractors should direct inquiries regarding subcontracting opportunities directly to BAE Systems at the provided address in Hudson, New Hampshire.
