About this opportunity
Naval Air Systems Command (NAVAIR) at NAS Patuxent River, Maryland, intends to negotiate and award a sole-source modification to Delivery Order N00019-21-F-0804 under the Raytheon Corporate Basic Ordering Agreement N00019-20-G-0007 on or before August 11, 2026, with responses due by that date. This is not a competitive solicitation; NAVAIR has determined that only Raytheon possesses the requisite knowledge, experience, and technical data to perform the work.
The modification funds continued repair of Weapons Replaceable Assemblies identified as nonfunctioning following baseline testing during Engineering Change Proposal 6279's upgrade to APG-79 radar systems. The scope includes configuration upgrades to the radar equipment. Repairs must be completed prior to equipment modification through ECP 6279.
NAVAIR relies on the sole-source justification under 10 U.S.C. 2304(C)(1) and FAR 6.302-1. Raytheon is the designer, developer, manufacturer, and depot for APG-79 radar systems and is the sole owner of the technical drawings required for repair. NAVAIR has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and that the requirements constitute highly specialized equipment available only through the original source.
Inquiries should be directed to Contract Specialist John Ryan at john.j.ryan390.civ@us.navy.mil.
Notice text
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a modification to Delivery Order (DO) N00019-21-F-0804 under the Raytheon Corporate Basic Ordering Agreement (BOA) N00019-20-G-0007 or the Raytheon Corporate Follow-on BOA on a sole source basis to Raytheon.
This modification is the continuing required effort to repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during Engineering Change Proposal (ECP) 6279’s upgrade. The scope of this effort will also include configuration upgrades.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed action.
Raytheon is the designer, developer, manufacturer, and Depot for the APG-79 radar systems. They are the sole owner of drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP 6279. Therefore, the Raytheon Company is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost-effective manner.
The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, John Ryan at john.j.ryan390.civ@us.navy.mil. Responses to this notice must be submitted by August 11, 2026. Companies interested in subcontracting opportunities should contact the Raytheon Company directly at Christopher.short@rtx.com.
