About this opportunity
Naval Air Systems Command (NAVAIR) intends to solicit and award a sole-source modification to Delivery Order N00019-21-F-0804 under the Raytheon Corporate Basic Ordering Agreement to Raytheon on a sole-source basis, with a sources-sought notice due by August 11, 2026. The procurement addresses repair of nonfunctioning Weapons Replaceable Assemblies (WRAs) identified during baseline testing of Engineering Change Proposal 6279's upgrade to APG-79 radar systems, plus configuration upgrades. The modification will be awarded under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1 (only one responsible source). NAVAIR asserts that Raytheon, the designer, developer, manufacturer, and depot for APG-79 radar systems, is the sole owner of drawings required for repairs and holds the exclusive knowledge, experience, and technical data necessary to meet the Government's requirements on a timely and cost-effective basis. Repairs must be completed prior to equipment modification through ECP 6279. Work will be performed at NAS Patuxent River, Maryland. This notice is sources-sought for informational purposes only and does not constitute a solicitation; no funds are available to pay for preparation of responses, and responses are strictly voluntary.
Notice text
THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a modification to Delivery Order (DO) N00019-21-F-0804 under the Raytheon Corporate Basic Ordering Agreement (BOA) N00019-20-G-0007 or the Raytheon Corporate Follow-on BOA on a sole source basis to Raytheon.
This modification is the continuing required effort to repair Weapons Replaceable Assemblies (WRAs) identified as nonfunctioning following baseline testing during Engineering Change Proposal (ECP) 6279’s upgrade. The scope of this effort will also include configuration upgrades.
The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed action.
Raytheon is the designer, developer, manufacturer, and Depot for the APG-79 radar systems. They are the sole owner of drawings required to repair APG-79 equipment. Repairs are required prior to equipment modification through ECP 6279. Therefore, the Raytheon Company is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost-effective manner.
The Government has deemed the requirements listed above for the continued development or production of a major system, or highly specialized equipment, including major components thereof, to be available only through the original source, and has determined that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, John Ryan at john.j.ryan390.civ@us.navy.mil. Responses to this notice must be submitted by August 11, 2026. Companies interested in subcontracting opportunities should contact the Raytheon Company directly at Christopher.short@rtx.com.
