About this opportunity

The Department of Defense Education Activity (DoDEA) is seeking a comprehensive, fully digital AP Language & Composition instructional solution that includes student materials, supplementary digital readers, teacher resources, assessments aligned to the College Board framework, virtual professional learning, and ongoing technical support. The procurement will be conducted using FAR Part 12 commercial procedures as a Full and Open Competition, with interested vendors required to contact the DoDEA contracting office at Andrew.Johnston@dodea.edu or Jamie.Formosa@doda.edu to request inclusion on the RFQ list by the February 26, 2026 deadline. Key requirements include integration with DoDEA's existing learning management system (Schoology) and ClassLink single sign-on platform, Section 508 accessibility compliance, SCORM compliance for digital modules, FedRAMP Level 2 security standards, and technical support available within one business day. The solicitation specifies that vendors must be registered under NAICS code 513130 (Book Publishers) in the System for Award Management prior to submitting quotes, and all deliverables must be provided within three business days after receipt of an initial delivery order. The evaluation will focus on commercial-off-the-shelf resources that demonstrate alignment to College Board AP Language & Composition standards and effective integration with DoDEA's technical infrastructure.

This procurement carries no set-aside designations and will result in a single Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract award for a five-year base period. The base year requirement includes 1,500 five-year student subscriptions, 1,500 five-year supplemental digital readers, and 60 five-year teacher subscriptions, with annual additions of 20 student subscriptions, 20 supplemental readers, and 1 teacher subscription for years 2-5, serving DoDEA's approximately 66,000 military-connected students across 161 fully accredited schools. The Performance Work Statement specifies that supplementary resources must support all nine unit guides established by the College Board, and assessments must reflect specified weights across four big ideas: rhetorical situation, claims and evidence, reasoning and organization, and style. Additionally, the contractor must provide an asynchronous professional learning module of approximately 120 minutes covering resource navigation and implementation best practices, with all resources maintaining current copyright dates not exceeding one school year. While specific dollar amounts are not disclosed in this pre-solicitation notice, the scope and multi-year contract structure suggest a substantial procurement for DoDEA's system-wide instructional needs.
