About this opportunity
The Air Force Test Center (AFTC), under the Department of the Air Force Materiel Command, intends to issue a sole source, Firm-Fixed Price contract to SAE International for access to the SAE Digital Library, which provides technical papers, standards, and aerospace engineering resources. The procurement includes three distinct components: SAE Digital Library Technical Papers (1998 to Present) for 50 users at one location, SAE Digital Library Standards AS for 50 users at one location, and SAE Digital Library Standards AMS for 25 users at one location. The contract will be awarded under the authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1. Although no formal solicitation documents exist, vendors who believe they can meet the requirements must submit a complete technical package by April 8, 2026, providing clear and convincing evidence of capability and addressing special requirements such as commercial financing, warranty provisions, and delivery information. SAE International is justified as the sole source because it is the only authorized publisher and distributor of the proprietary technical papers and specialized aerospace standards required by Air Force engineers, as determined by contracting officer Christina Day on March 24, 2026.
This procurement involves no set-aside designations, and SAE International at 400 Commonwealth Drive, Warrendale, Pennsylvania 15096 is the anticipated sole source awardee. The contract structure consists of a base period plus three option years, with a contract start date of June 2, 2026 and an initial completion date of June 1, 2027. The applicable NAICS code is 519210 (Libraries and Archives) with a size standard of $21 million, and the PSC category is 7630 (Newspapers and Periodicals). Market research conducted by the Air Force, including internet searches, Federal Supply Schedules, industry conferences, GSA Advantage, and FPI-Unicor databases, identified no competing alternatives for equivalent aerospace engineering library subscriptions. The government plans to continue market research efforts and will post presolicitation notices on sam.gov to solicit competition for future contracts, with the goal of identifying alternative sources offering equivalent aerospace standards and engineering information.
