The procurement will be conducted on a sole source basis with Northrop Grumman Systems Corporation, who is identified as the Original Equipment Manufacturer (OEM) and the only known source for repair support of this specific part. The government does not currently own the technical data rights necessary to source this part from alternative vendors. Interested parties may submit capability statements, proposals, or quotations within 30 days of the notice's publication, with the solicitation expected to be posted on NECO (Navy Electronic Commerce Online) on 26 December 2024. All proposals received within this timeframe will be considered, though the government intends to use FAR Part 15 procedures and is not pursuing a commercial items acquisition strategy.

The procurement is not a small business set-aside and will utilize electronic submission procedures. The anticipated solicitation response/closing date is 27 January 2025, with an expected contract award date of 14 February 2025. Any firm not already approved to manufacture the material must submit a Source Approval Request (SAR), though this will not delay the procurement timeline. Potential vendors interested in demonstrating their capability must contact the contracting officer, Jason Sklencar, via email at Jason.sklencar@navy.mil within 15 days of the notice to identify their potential to satisfy the government's requirements.
