About this opportunity

The Department of the Navy Naval Air Systems Command (NAVAIR) is seeking a software subscription for Ansys products through a competitive solicitation (N6852025Q0013). The procurement involves multiple software units including Mechanical Enterprise PrepPostTECS, Geometry Interfaces, Mechanical Enterprise, Discovery Modeling, and HPC Pack for technical support at Lab 977. This request for quote (RFQ) is structured as a firm fixed-price procurement with lowest price technically acceptable (LPTA) evaluation criteria, meaning vendors will be assessed primarily on meeting minimum requirements and offering the most competitive pricing. Interested vendors must be registered in the System for Award Management (SAM) database and submit their quotes via email to Jessica Franceschini by 12:00 PM Eastern Standard Time on January 21, 2025. The government will not pay for any information received, and proposals received after the deadline will not be considered.

The solicitation is a 100% small business set-aside under NAICS code 513210 with a size standard of 600 employees, targeting small business vendors who can provide the specified software subscriptions. The contract period of performance spans from February 14, 2025 to February 13, 2026, with delivery required on or before February 12, 2025. The place of performance is located at MCAS Cherry Point, North Carolina, specifically in Buildings 4470 and 137. The procurement includes six units of Mechanical Enterprise PrepPostTECS, one unit of Geometry Interface for Parasolid, two units of Geometry Interface for Solid Edge, ten units of Mechanical Enterprise, three units of Discovery Modeling, and six units of HPC Pack. While specific award value is not explicitly stated, the solicitation represents a competitive opportunity for small businesses in the software publishing sector to provide technical software solutions to the Department of the Navy.

All quotes shall be submitted via email to Jessica Franceschini:  Jessica.d.franceschini.civ@us.navy.mil.

All quotes shall be submitted no later than 12:00 PM Eastern Standard Time on 21 Jan 2024. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a competitive basis listed under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and 13.

Solicitation closing date/time is firm; quotes received after the deadline will not be accepted. Your quote will only be evaluated based on the information provided. The award will be made on the basis of lowest evaluated price of quotes meeting or exceeding the acceptability standards. This is a firm fixed-price procurement; therefore, the initial offer should represent the vendor’s best quote in terms of price and technical acceptability. A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government.
