About this opportunity

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is seeking to procure specific Anritsu brand laser diodes for optical communication test solutions. The solicitation is for ten (10) units of a 1.4um, 400mW laser diode module at 1445nm and ten (10) units of a similar module at 1455nm, with no brand substitutions permitted. The procurement is being conducted as a Request for Quote (RFQ) Number N66604-24-Q-0324, with a Lowest Price Technically Acceptable evaluation methodology. To be considered technically acceptable, offerors must submit a quote for the exact Anritsu laser specifications, have an active SAM registration, and comply with specified contractual terms. Quotes must be submitted via email to debra.j.dube.civ@us.navy.mil by Wednesday, April 16, 2025, at 1400 EST, with quotes remaining valid for 90 days.

This procurement is designated as a 100% small business set-aside under NAICS Code 335999, with a small business size standard of 600 employees. The contract will be awarded as a Firm Fixed Price purchase order, with payment processed electronically through Wide Area Workflow (WAWF). The place of performance is Newport, RI, with shipping method specified as F.O.B. Destination. The laser diodes are critical to the Navy's research and development applications, comprising 62% of their current analyzing system, and are deemed essential for maintaining accurate test data and prototype system performance metrics. Offerors must provide detailed pricing information, shipping costs, delivery terms, point of contact details, CAGE Code, and SAM Unique Entity ID. The government will also consider past performance information, with potential negative ratings in the Supplier Performance Risk System potentially rendering a quote technically unacceptable.

Notice text

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

This procurement is being solicited as 100% small business set aside. The North American Industry Classification System (NAICS) Code for this acquisition is 335999; the Small Business Size Standard is 600 employees. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular (FAC).  Request for Quote (RFQ) Number is N66604-24-Q-0324.

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price Type purchase order for the following Anritsu brand name only, no substitutions allowed basis.

CLIN 0001:  Diode, Laser, 1.4um, FBG LD Module, 400mW, 1445nm, Anritsu Part #AF4B240FU450F; ten (10) each

CLIN 0002:  Diode, Laser, 1.4um, FBG LD Module, 400mW, 1455nm, Anritsu Part #AF4B240FU550F; ten (10) each

CLIN 0003:  Shipping

The Anritsu Laser Diode is required to confirm continuation of acceptable optical communication test solutions within a pre-deployed system and continuity within the same testing platform currently in use.  Anritsu parts make up 62% of the analyzing system and they are integral to the research and development applications of the team. If another brand of laser diodes were to be used, it could lead to incorrect test data that would lead to a significant amount of labor and materials being wasted.  The additional costs are not acceptable to the Navy and would result in the overall prototype system evaluation not meeting the required performance metrics.

The required shipping method is F.O.B. Destination to Newport, RI 02841.

Incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular.
