About this opportunity
The Western Area Power Administration (WAPA), a component of the Department of Energy, has issued a Special Notice for an annual membership renewal with the Utilities Technology Council (UTC). The notice pertains to acquiring access to UTC's Power Line Carrier (PLC) Database, which is crucial for WAPA's Engineering department to ensure reliable PLC transmitter performance across the United States. The procurement will be conducted using FAR Part 12 for commercial items and FAR Part 13 for simplified acquisition procedures. WAPA intends to award this membership on a sole-source basis to UTC, recognizing them as the only organization maintaining a comprehensive nationwide PLC database. The Federal Communications Commission (FCC) and other PLC users also acknowledge UTC as the sole provider and administrator of this specialized database.
The primary objective of this Special Notice is to secure annual access to the PLC Database, which provides critical transmitter information to prevent interference between different PLC systems. The notice was electronically issued on December 16, 2024, with responses due by close of business on December 19, 2024. While the opportunity is not a formal Request for Quotes, WAPA will consider comparable solutions if submitted. The applicable NAICS Code is 813910 for Education/Training - Tuition/Registration/Memberships, with a size standard of $15,000,000 per year. Contractors interested in responding should email Wes Aumiller, the Contract Specialist, at aumiller@wapa.gov. UTC is uniquely positioned as the sole provider for this database, which makes this a sole-source procurement focused on obtaining essential technical infrastructure information for WAPA's engineering operations.
