About this opportunity

The USDA Agricultural Research Service seeks subscription and perpetual electronic access to 17 Annual Reviews scientific journals, with quotations due August 21 and questions due August 7. The solicitation is issued on a single-source basis, though the combined synopsis/solicitation invites all responsible sources to submit quotations; the Government reserves discretion to compete based on responses received.

Place of performance is Calverton, Maryland, with delivery to the National Agricultural Library in Beltsville, Maryland. The NAICS code is 513120, Periodical Publishers.

The contract consists of a one-year base period from September 1, 2026 to August 31, 2027, and four one-year option periods. The Government requires perpetual authenticated electronic access to journals covering agriculture, biochemistry, ecology, entomology, genetics, immunology, microbiology, nutrition, pharmacology, physiology, phytopathology, plant biology, and virology. The contractor must provide 24-hour-per-day access without impediments, COUNTER-compliant monthly usage statistics, and administrative interface credentials within five days of award. Authorized users include all USDA employees, contractors, public on-site users, cooperators, and volunteers with rights to use content for ordinary business, scholarly, and educational purposes. Perpetual access survives contract termination.

Award will be made to the lowest priced, technically acceptable offer. Technical acceptability requires meeting or exceeding all salient characteristics of the specified journals, with brand name or equal products acceptable. Past performance will be evaluated as acceptable, neutral, or unacceptable. Offerors must provide pricing for all line items or face exclusion from consideration. Prices must remain firm for 90 calendar days from the offer due date. The current contractor is Annual Reviews, Inc.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1085 is issued as a Request for Quotation (RFQ) for Subscription and Perpetual Access to Annual Reviews for the National Agricultural Library.

The United States Department Agriculture (USDA), Agricultural Research Service (ARS), intends to award on a single source basis.

Potential sources who believe they can provide the services listed are invited to submit a quotation by the response date listed, in accordance with the instructions provided herein.  All timely responses to this solicitation will be considered, however, the determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. 

This acquisition is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 513120 – Periodical Publishers  The small business size standard is 1,000 employees.  This acquisition is an unrestricted requirement.   All responsible sources may submit a quotation which will be considered by the agency.
