2. PROJECT NUMBER: RATB-2014-S-002
3. PROJECT TITLE: Contract Solicitation for Annual Financial Auditing Services
4. PROJECT OFFICER: David A. Morris, Chief of Mission Support and Chief Financial Officer (CFO), Recovery Accountability and Transparency Board (RATB). 1717 Pennsylvania Avenue, NW, Suite 700, Washington, D.C. 20006 (202) 254-7900.
5. BACKGROUND:
The Recovery Accountability and Transparency Board (RATB) was established by Public Law 111-5 to coordinate and conduct oversight of funds distributed under the American Recovery and Reinvestment Act of 2009 (ARRA or the Recovery Act) in order to identify fraud, waste, abuse, and/or mismanagement. The Disaster Relief Appropriations Act of 2013 (Public Law 113-2) extended the RATB's mission to include Hurricane Sandy funds. The RATB includes a Chair, appointed by the President, and 11 Inspectors General (IG) with authority to provide oversight and promote transparency of the expenditure of ARRA funds at all levels of government. The Recovery Act identified 6 specific functions to be performed by the 12-member Board culminating in "flash, quarterly, and annual" reports to the President and the Congress.
6. SCOPE AND EFFECT
The Accountability of Tax Dollars Act of 2002 requires federal agencies not covered by the CFO Act to obtain annual audits in accordance with generally accepted accounting principles, generally accepted auditing standards, and Government Auditing Standards ("Yellow Book"), which produces financial statements, notes to financial statements, a comment on the effectiveness of internal control, and comments on compliance with laws and regulations.
7. STATEMENT OF WORK
The purpose of this Blanket Purchase Agreement contract is to obtain financial auditing services for the RATB for fiscal year ending September 30, 2014.
8. SERVICES TO BE PERFORMED:
Task - Audit of Financial Statements
Financial statements are prepared by General Services Administration, Heartland Finance Center, Kansas City, Missouri, in accordance with OMB Bulletin No. 97-01, Statements of Federal Financial Accounting Standards (SFFAS), and the remainder of the hierarchy of accounting standards comprising the Other Comprehensive Basis of Accounting (OCBOA), as this term is defined by AICPA.
The audit should be performed according to generally accepted auditing standards as issued by AICPA; generally accepted government auditing standards as set forth in Government Auditing Standards, 1994 Revision (Yellow Book); and OMB Bulletins No. 93-06, 98-08 and 14-02, Audit Requirements of Federal Financial Statements (or its successor).

The Contractor will be responsible for obtaining sufficient, reliable audit evidence as to whether the RATB's internal control structure provides reasonable assurance of achieving internal control objectives.
Substantive Phase
The Substantive Phase shall consist of detailed tests to form conclusions about whether financial statement amounts are reliable, accurate, complete, and include all disclosures. The Contractor shall perform some degree of substantive testing on all account balances.

Audit Management
In performing the audit, the Contractor shall adhere to the following:
A. The Contractor shall arrange entrance and exit conferences to be attended by key agency officials. The entrance conference provides an opportunity for the Contractor to discuss the overall audit approach with agency officials. The exit conference provides an opportunity for the Contractor to discuss the results of the audit.

During the course of the audit, and in the progress reports in the form of briefings, the Contractor shall discuss the status of the audit, including the progress to date compared with the audit plan and time scheduled or any problems the Contractor has encountered or that have come to the Contractor's attention that
could impact the opinion on the financial statements, the report on internal controls, the report on compliance with laws and regulation or completion of agreed upon tasks or the due date of deliverables.
C. It is the responsibility of the RATB's Office of Administration to ensure that all records are available, all accounting entries and adjustments are made, and all other necessary steps are taken to make it possible for the audit firm to perform the work necessary to be able to present the final audit report no later than 60 days following the award of the contract.
D. The Contractor shall, at the conclusion of the audit, provide hard copy of all working papers, drafts and final reports which become the property of the agency.
