About this opportunity
The Department of the Navy's Naval Air Systems Command (NAVAIR) has issued a Special Notice of intent to award a purchase order to Fluke Electronics Corp for annual calibration services of Molboc-S flow elements at Fleet Readiness Center Southeast (FRCSE). The notice is a sole source procurement under Federal Acquisition Regulation 13.106-1(b)(1)(i), indicating that Fluke Electronics is the only known NAVAIR METCAL authorized source for calibrating these specific elements. The contract is structured with a base year and four option years, covering the annual calibration of seven Molboc-S flow elements. The procurement is not a competitive solicitation, but the government will consider capability statements submitted within three calendar days of the notice's publication. The notice specifically targets precise calibration services for specialized scientific measurement equipment.
The primary objective of this Special Notice is to secure specialized calibration services for sophisticated flow measurement elements with strict technical requirements. Contractors interested in being considered must provide calibration services that comply with ISO/IEC 17025:2005, Military Standard 45662A, and ANSI/NCSL Z540-1-1994 standards. Key requirements include completing calibrations within 40 days of receiving sensors, providing technical phone support during standard business hours, and ensuring all measurement equipment is traceable to NIST standards. If an element cannot be calibrated, the contractor must inspect it, provide repair recommendations within two business days, and submit a pricing quote for potential repairs. Eligibility is effectively limited to Fluke Electronics Corp, as they are identified as the sole authorized source for these specific calibration services. The government will ship elements to the contractor's facility for calibration and expects comprehensive reporting, including estimated measurement uncertainty calculations and potential recommendations for element repair or replacement.
