The opportunity includes leasing a 165 x 285 foot heated hangar built in the 1940s, an Operations/Integration Building totaling 5,947 square feet, and supporting infrastructure on a 6.7-acre parcel located within the controlled access Fee Area of the government facility. Eligible proposers include other Federal Agencies, State Entities, and United States Commercial Providers, with specific exclusions for entities associated with China, debarred parties, and those on terrorism watch lists. NASA will evaluate proposals based on four equally weighted factors: Fair Market Value Rent, Financial Capability/Viability, Technical Approach, and Impact to Glenn Research Center and Local Economy. The Question-and-Answer period ended August 29, 2025, site visit requests were due by the same date, and final proposals are due November 28, 2025, at 1:00 PM Eastern Time.

This solicitation does not utilize any set-aside designation and no current incumbents or contractors are identified in the documentation. The fair market value rent range is established between $751,457 and $893,144 annually, with a mandatory 3.0% annual escalation rate and re-appraisal required every 10 years for leases exceeding 10 years. NASA is offering one 10-year base lease period with two consecutive 5-year option periods, providing potential lease terms of up to 20 years total. The facility is located at NASA's Glenn Research Center in Cleveland, Ohio, adjacent to Cleveland Hopkins International Airport, and is listed in the National Register of Historic Places. The selected lessee will be responsible for all development, utility, and operational costs while maintaining the facility's historic nature and complying with federal environmental and safety requirements.
